Jokes aside making these need a lot of time work and patience. I'd really hate to re-make them. (I'm making a 2nd build of my Skyrim dragon and its SLOW) So basically they are not for sale.
But the templates are available for free, so you can take a shot on building them.
You will need at least 7 things to create them:
-scissors/paper knife
-tweezers
-some decent glue
-a few A4 sheets of 150-180 gsm paper (you can use photo paper but its a little harder to work with that)
-a decent inkjet printer (laser works too but the paint tends to crack on fold lines in my experience)
-the templates (all DL-able for free)
-lots of time
And that's about it
Since I found these relatively easy to build just time consuming, I generally think who really wants one could build one him or herself.
Maybe an ME3 Tali with semi-transparent face shield (if I can manage it) , but not anytime soon.
